On the cover: The St. Lawrence Seaway has suffered a downward trend in international cargo in recent decades. Steve Fuller and co-authors in "Analysis of Factors Influencing Grain Traffic on the St. Lawrence Seaway" document the decline of the Seaway and identify and measure the factors that account for it.
