On the cover: Congestion on the urban freeways during peak hours has resulted in recommendations for investment in urban bus transit. However, for the past few decades urban bus transit has required substantial capital and operating subsidies. In "The Deadweight Costs of Operating and Capital Subsidies," Kofi Obeng estimates the costs of these subsidies.
