On the cover: Freeway work zone congestion inflicts costs on drivers in the form of increased travel time and fuel costs. Qin, Chen, and Noyce suggest that real-time information on work zone conditions provided to drivers can reduce these costs. In their paper, “Real-time Traveler Information Performance Measures for Work Zone Congestion Management” they develop an advanced traveler information System (ATIS) to promote utilization of alternative routes and improve local road network performance.
